Oregon requires a service contract obligor to register with the Division of Financial Regulation before it issues, sells or offers a contract. The registration form lists proof-of-financial-stability options, including a $25,000 surety bond that applies to home service agreements, and it requires the company to file its contracts, though DFR does not pre-approve them. DFR has acted against Choice Home Warranty's parent: in Case INS-22-0058 the Director issued a cease and desist order and assessed civil penalties against CHW Group Inc., doing business as Choice Home Warranty, and American Global Obligors Inc., under a consent order in which the companies neither admitted nor denied the findings. DFR listed the order in its Taking Action report for the first two quarters of 2025.
