Climate and Coverage Context
Maryland's climate puts both heating and cooling under strain, in our reading
Maryland has warmed by about 2.5 degrees F since the beginning of the 20th century, and the summary projects more intense heat waves and less intense cold waves. Winter and spring precipitation is projected to rise, and extreme rain events are expected to become more frequent and intense. Sea level along the Maryland coast is rising, with a likely rise of 1 to 4 feet by 2100.
Both systems get real use here, so look for a plan that covers heating and cooling and compare its cap with your own replacement quote.

Legal framework
Maryland Service Contracts and Consumer Products Guaranty Act (Commercial Law Title 14)
Maryland's Service Contracts and Consumer Products Guaranty Act sets disclosure and refund rules: according to the Maryland Department of Labor, a service contract must be in writing and state its duration, price and covered items, a buyer can cancel within 20 days of receiving the contract, and gets a full refund within 45 days if no claim was made. The Act's definition excludes guaranties, certain maintenance agreements and mechanical breakdown insurance. Montgomery County's Office of Consumer Protection says Maryland does not require home warranty companies to register and that the Attorney General can seek injunctions against providers that violate the Act. A separate law on residential service agreements (Real Property 14-801 and following) excludes home warranties from its definition, according to an industry advisory from the Commissioner of Financial Regulation.
Type of rules: Not insurance, no registration program found. Home service contracts are outside the insurance code and we found no registration program, so consumer protection law is the main recourse.
Partly confirmed. The summary says which points we could not confirm. Researched October 2026; laws and agency pages change, so confirm with the regulator before you rely on a detail.

Consumer Tips for Maryland Homeowners

Know the cancellation window
The Maryland Department of Labor says a buyer can cancel within 20 days of receiving the contract and gets a full refund within 45 days if no claim was made. Details
Confirm coverage for your address

Filing a Complaint in Maryland
If a company denies a claim you think is valid or stops responding, put your complaint to the company in writing first. Maryland's state office below takes consumer complaints about businesses in general, so it is a place to file a home warranty dispute, but it is not a home warranty regulator by that fact alone. Who regulates the contract is covered in the regulation section above.
Maryland Attorney General: business complaints
The Consumer Protection Division mediates most complaints about goods, services or credit bought for personal, household, family or agricultural use. It cannot mediate anonymous complaints, and complaints become public records subject to disclosure requests.
This paraphrases the office's own page as found in October 2026. Offices change their forms and procedures, so confirm on the page before you file.
